Are you sure it is the recharge taking that long and not your bolt taking that long to reset?

Maybe your powertube spacer is too tight or maybe you need some oil.

Tinker with your field strip screw. Use a allen key to tighten it in small increments till it starts shooting right. I had the same issue on one of my mags a few months ago.

I think Smooth got it right it sounds like your carrier is to tight. Use the loosest one that doesn't leak. Your field strip screw should be torqued to a 1/4 turn pass tight....

I've always hand tightened my field strip screw. NEVER used a tool. Seems to have worked on the plethora of mags I have owned.

There should be one in between the 2 sizes you have tried. (Just 2 rings and NO dots)

But I wouldn't think that 1 size off would cause THAT much bolt stick...

Try oiling the carrier oring. Put a few drops of oil in the asa also. Make sure your field strip screw is only hand tight. Check the grip frame screw and make sure it is only slightly torqued with an allen key. Just snug it up.

Even hand tighten to start with on the rear screw. Try everything listed above and let s know how it works out for you. As smoothice stated, that slight difference in carrier size is not enough to cause bolt stick. Remember, MAGS LOVE OIL!

I would also check the on/off. Make sure the pin isn't sticking. Check to make sure the o-rings in there aren't kinked or some thing.

Add a couple of ULT shims.

Also, try taking your regulator piston assembly out and clean it. Grit in the back of the mag could adversely affect the ability of the regulator to do its job.
Except for the Automag in front, its usually the man behind the equipment that counts.
