I have thought about an idea for a rotating bolt before, very diff than this but still rotating. One problem here is that the fitting to put air from the source to the barrel would be difficult to maintain well while spinning so much, unless it like fired the air in from the sides or something as opposed to right behind the ball. I realize they make swivel fittings, but they aren't made to keep spinning and all for a long time, I could foresee some wear issues. Also flow rate through that would prolly be kinda low.
