People would have to be "enfranchisable" (yes, I created a word) for them to be disenfranchised. Out of state voters, unregistered voters, dead voters (I live in NJ, thousands of dead people vote every year, nearly all for the democrats), etc. can not be disenfranchised because they are lacking the right to vote.
