spend all 10 million on research to find an abomb like technology that simply makes the vocal chords inoperable, wait for fox news to do another republican debate, bomb them (making sure bill o'reilly is in the building). also if there's any left over i'd develop smart bullets and shoot a majority of the population.

Well you should field test that bomb on the cast of New Yorkers in "The Jersey Shore". Skip the debates just hit all of DC fix the problem not the symptom.
