        Using? No. Conterfiet money... what do you do with money? You buy things. So therefore it gets used. In some cases people don't know they are being handed a conterfiet bill for that case of paint. (Sometimes you do, as figured out by a local feild of mine, but AFTER having recieved the money, cashing out for the night) .. What if that guy didn't realize it was conterfeit. And he went and bought dinner that night. So him trying to feed himself would be terrorist act? No, only the act of dublicating bills should be punished, and, I believe very heavily so.
