well i remember back in the day it was as simple as typing in "undelete" in a command prompt, then you would have to replace the first character or 2 of each file name that it recovered. Just replacing the 0 with a 1.
Deleted files are still on your hard drive, though not in their complete form. it takes several writes on a HD to remove a file.
