Not certain not knowing the engine and carb type. But dogging at high revs is most likely a clogged jet. Or a too rich or two lean of a fuel mixture. You might try taking the jets out and really cleaning them good and then go about resetting the fuel air mixture. Most often its all the way in and back out 1 1/2 turns and start from there. Make sure the bike is fully warmed up before you then tweek it.
