Actually, its more a matter of the type of Myosin used in the legs. Dogs have far more myosin IIx than us, and can also make myosin IIb, which is "super fast twitch" and generates more force than any other skeletal muscle fiber.

No creature "produces" a type of muscle fiber. We are born with the fibers we will have and it is a matter of genetics.
Also, discussing muscle fiber types as "myosin IIx" is well, wrong. Myosin is simple one type of protein used (along with actin and a host of others).
Muscle force production != muscle fiber type! Fiber type simply is the difference between resistance to fatigue. If you want to get down to the nitty gritty, fiber ARANGEMENT will tell us about force production. Also, origin and insertion but thats another thread. You cannot simply say that a Type II fiber will generate more force than a Type I.
Also, type IIb is an INTERMEDIATE fiber, not a "super fast twitch". This means they have the fast twitch ability of type IIa but still have a slightly high oxidative ability of Type I.
