    Thordic,
It might be a good idea to just hit your IT lady with the facts right from in your own company. Employee production is being hampered by inadiquate equipment. Go back over your helpdesk logs, find the facts about what the problems are, who is having them, and how often. Then relate this to lost time and productivity. Translate this figure into $$$$$ the company is loosing. Basically, justify the expendatures you are suguesting. Eventually, this will bite her in the rear-end.

    Just my $.02

The standard for equipment upgrade is 3 years. Being that I work for the City Of Boston, we upgrade every 5 years due to "bugetary constraints". There are of course special case scenerios that require equipment upgrade every 1-2 years, but as I said, the standard is every 3 years.

Agree with this 100%. Dollar signs are all upper management cares about. I will make an example:

Let's say you make $20 per hour (completely hypothetical for illustrative purposes). And let's say that you could be 20% more productive with a new computer (that may seem pretty low, but I'm just trying to make a point). Also, let's just say for argument's sake that your IT department doesn't plan to give you a new computer for another 6 months. Finally, let's say that the new computer that you are hoping to get would cost the company $3,000. Remember, this is all just hypothetical, I'm just throwing out numbers.

During the course of that 6 months with your old computer, you make $20,800 in exchange for the work you do for your company. If you had the new computer, and you were 20% more productive with it, you could have done that same amount of work in just under 5 months. Therefore, the faster computer would have saved your company around $4,000 in your salary. So even after they spend $3,000 on the new computer, you're still saving the company money in the long run.

Naturally, there are quite a few details being left out of the equation, but you can mess with the numbers to suit your situation, and if you can provide real evidence of a productivity increase, then your management would almost certainly be sympathetic to your plight.

Good luck, and remember, when talking to upper management, everything is about money...so wow them with how much you'll be saving them over the long term for a small capital investment today!
