Well yea I definately agree with that, and unless he has his own fill station thats not much of an option because other people won't (or atleast aren't supposed to) fill a tank that is expired. Bascially, I would just get the thing hydroed and then decide weather or not you want to spend the money on making it nitro. Then you would also have to pay an airsmith to install the reg in addition to buying a reg. If you want a nitro tank and not co2 I would recommend buying a screw in 3000 psi 68 cubic inch tank for like $100 used but not expired if you can find one in the classifieds, which would be much less than a new reg, plus a hydro, plus an airsmith.
