i agree completely, if i paint a landscape, its fine art. but the moment that you are told the painting was done soley for use as a design on t-shirts it becomes tainted, devalued, by many. i strongly disagree with that, the skill and effort that go into a piece (in my mind) are what truely develop its value.

I would define fine art as a visual/tangible expression of your emotions. (note: not all art is good.)
