he was in the red for amost every year as governor.. he should have known to stop the all that spending, but he was out of control... you have to understand that he had a lot of capital gains money comming in that he blew and now that it all caught up with him he wants to use the trigger effect of the VLF to help with the budget instead of getting rid of all the crap he piled up (hired a bunch of employee's that gets payed 6 figures just to meet once a month!!..).
