It does of course, depend on what/who are perceived as "enemies". Who defines that?

The Senate denied a House stop-gap measure that would have kept it up & running for the next two months.

We pay these people to handle this stuff. We give them a fiscal year to get it done. It's part of their job.
Yet I've repeatedly seen last minute scrambles for short term solutions resulting too often in these postponements or temporary shutdowns.
