Romans did not start out as conquerers. They actually hated foriegn engagements (as do all democratic people) and only invaded Sicily (their first major holding) because they were sick and tired of people using it for a staging ground for an invasion into Rome.
You just happened to pick up one of my major interests (Greek and Roman history). Two books that anyone will find very easy to read and entertaining are Hannibal Enemy of Rome and Scipio Africanus Better than Napoleon.
As far as Carthage bothering Rome anymore after it was destroyed that was probably one of the most pointless, vindictive, and one sided wars ever. Rome saw Carthage starting to flourish again (commercially) and decided a preemptive strike was in order (note the premptive portion). The reason for this action was that great men like Hannibal and Scipio were not in charge and small minded and fearful men were. You can read into this whatever you like 1stdeadeye

It is also interesting to note that Hannibal was exiled from Carthage (partially by the Romans and partially by jeolous countrymen) and Scipio died in house arrest at a young age. His brother had been accused to embezzling money in the Asian campaign and as he was preparing to bring his accounting books before the Senate Scipio seized the accounting books and tore them up on the Senate floor declaring that it was due to him (Scipio) that the Romans had any rights at all. For this both he and his brother were arrested. No trace of the embezzled money was ever found.
