Ever since Charles DeGaulle put forth the policy now known and practiced in France as Degaullism. That policy is simply that France will act as a foil to the United States and to Russia in order to keep those two nations (at the time both were super powers) from ever being dominant. Now there's only one super power so France only acts as a foil to the US.
